The Local Plan is moving forward to examination beginning on 9th May 2017. The examination is a key stage leading to the adoption of a Local Plan which will guide development in the west of Derbyshire (outside the National Park) until 2033.
The Council has prepared a draft plan which has gone through two rounds of public consultation. The Council needs to identify enough housing land to provide for around 6,500 homes. It also has to find land for employment and business. The plan includes policies to control development and to protect the environment.
The examination is undertaken by an Inspector appointed by the Secretary of State. Throughout May the Inspector will be holding a series of hearings with local residents, businesses, agents and the Council to discuss issues raised by the draft plan and to consider the location of development sites.
Planning & Design Practice is representing clients in both Ashbourne, Matlock and Darley Dale. We hope to persuade the inspector to support our clients' proposals and to allow their development to go ahead.
The Council has to show that the draft plan is sound and that the development sites will be delivered within the plan period to meet local housing and employment needs. If the Inspector determines that extra housing or employment sites are needed then the hearings may be adjourned or additional sites may come forward. This is the Council’s second attempt to deliver a successful plan. The draft plan has its weaknesses, particularly in its choice of brownfield quarry sites to be developed for housing which have significant viability issues, making the delivery of much needed housing more difficult to achieve.

Both Amber Valley and North East Derbyshire are at earlier stages in their local plan processes. These councils are currently looking for development land.
